I was wondering and we were discussing at our landlord meeting if there was a market for weekly rentals furnished, like you have. Our homes sometimes are full of people, and if we have guests in from out of town, or for family gatherings that "need space" it would be nice to have them in the neighborhood....less that a hotel.. Have not really figured out how that would work but it is something you may want to consider.. Resulting in a "no new tax claim". While the overall tax rate will not in fact increase on homeowners it was a battle to keep it from creeping up 2% and year on Primary, and Float on Secondary.....as explained in this Republic article by Sadie Jo Smokey HERE , and sumarized in a statement from Coouncilwomen Neely HERE . The Story So basically Peter and Paul have decided to shift revenues from Mary's property tax the "The secondary portion of the property tax is used to pay for bonds like the 2006 Bond Program" to the "primary portion of the property tax supports our General Fund and pays for city services such as police and fire protection, parks and recreation programs, libraries and community centers." Maintaining the $1.82 per $100 of assessed value. The amount to be shifted is approximately $6,512,701 or 5.1%. So there will not be a actual increase but a shift. What Ratero finds disturbing is that we were approached with the 1% sales tax to assist in the operational expenses, after being threatened with cuts to vital services and education. A increase of 2% on food, that effects those most vulnerable, to assist in the operational expenses. And now taken from a 2006 Bond Program that was designed for capital improvements only (operational expenses not allowed in the bond program) and placed into the operational general fund. We were sold the no new taxes during the bond approval elections, and now it is being raided for operational expense. The bond program will most likely be increased because now overrides and extensions are being asked upon us to be approved as a electorate. Recently 2006 bond funded Coronado Park improvements were abruptly put on extension most likely due to this shift. Now that the Secondary funds have been decreased how can we ever expect the voter approved (no new taxes) be funded without a tax increase? It is very unlikely that the money will be shifted back from the primary to the secondary ever. Is Mary confused now by what Peter and Paul and doing with the finances? While it was admirable for the City Council to not raise the rates beyond the $1.82 as was proposed. It is not sustainable to continue to fund the City with illusions and shifts that "kick the can" a little farther down the road, at the ultimate expense of the taxpayer in the end. What we have seen here is a shift from the capital improvement sector of the City funds to the operational funding. And the point Ratero wishes to make is that the Capital improvement spending would have provided jobs outside of the government sector and into the private sector. With heavy emphasis on construction, the industry (employed neighbors) that most needs our help in Arizona during these difficult times. The community has had to make tremendous personal sacrifices in terms of business and employment affecting our lives deeply. This shift of 6.5 million dollars to the public sector after we accepted in recent months bailouts paid for by us is just something that is a little to much. Keep the money in the Capital improvements, the private sector, and give a little of our money back to the private sector who voted for the 2006 Bond improvements in good faith ..........assist us to remain employed this time. The the public hearing on the tax increase that is scheduled was held June 23, 2010 at 3 p.m. at the city of Phoenix Council Chambers, 200 W. I go the sense that it was not gang related and just between two individual. They have a suspect in custody. It is a apartment building that is down more on 19th than 17th, and is generally known as one of the more calmer buildings on that street...quiet. I put a call into Manny for the whole story, but as of a few minutes ago the police are still there and can't really say to much to a stranger...and I am strange. The plan will offer coverage to uninsured Americans who have been unable to obtain health coverage because of a pre-existing health condition. Administered by the U.S. Department of Health and Human Services, the plan will provide a new option for Americans who have been uninsured for at least six months, have been unable to get coverage because of a health condition and are a U.S. citizen or are living in the U.S. legally. This is a transitional program until 2014 when insurers will be banned from discriminating against adults with pre-existing conditions as part of the Affordable Care Act. The Affordable Care Act provides $5 billion in federal funding to support the pre-existing insurance plans in every state. Beginning today, the plan is open to applicants in the 21 states where HHS is operating the program. States that have elected to run their own plans will begin enrollment by the end of the summer. The new plan will cover a broad range of health benefits, including primary and specialty care, hospital care, and prescription drugs. The Pre-Existing Condition Insurance Plan does not base eligibility on income and does not charge a higher premium because of a medical condition. Participants will pay a premium that is not more than the standard individual health insurance premium in their state for insurance that covers major medical and prescription drug expenses with some cost-sharing. Early voting begins July 29. Direct Democracy 101 This November, Arizona voters will have the opportunity to decide up to ten ballot questions. Our state Constitution provides two different paths for an issue to get on the ballot: the first, a referendum, is an issue passed by the Legislature as a concurrent resolution and submitted to the Secretary of State; the other, an initiative, is an issue proposed by citizens who gather signatures on petitions that are submitted to the Secretary of State. When our constitution was drafted, the citizen initiative and referendum process was an important element that is not included in most other state constitutions. You can find all the guidelines for the initiative and referendum process in the Arizona Legislative Manual. All changes to the State Constitution must be approved by a vote of the people, but not every ballot measure is a constitutional amendment. One of the key differences between our Constitution and our statutes is that the Legislature can change a statute on its own, except that since passage of the Voter Protection Act in 1998, the Legislature cannot change a voter-approved statute unless the change "furthers the purpose" of the original ballot item and the change is approved by three-fourths votes in both the state Senate and House. This year the Legislature referred nine items to the ballot. Petitions supporting a single additional ballot initiative, Prop. 203, were filed with the Secretary of State. Secretary Ken Bennett's Office is now busily evaluating petition signatures, a time-consuming process that we expect to wrap up during the first week in August. What You'll See This Fall The ballot is typically arranged so that proposed constitutional amendments are numbered consecutively beginning with the number 100; proposed initiative measures amending state statutes are numbered consecutively beginning with the number 200; measures amending state statutes referred by the Legislature are numbered consecutively beginning with the number 300; and county and local issues are numbered consecutively beginning with the number 400. The numbering is based on the order in which the referendum or initiative petitions were filed with the Secretary of State. The Secretary of State Web site displays the Ballot Measure List. At this time, no constitutional amendment initiatives were brought forward by petitions and seven constitutional amendments were referred by the Legislature (One of those measures, Prop. 108 - Right to Vote Secret Ballot, was determined this week to violate the "single subject" rule of the Arizona constitution and therefore it will NOT appear on the ballot this fall): 1. Health Care Services (Prop. 106) 2. Preferential Treatment or Discrimination Prohibition (Prop. 107) 3. Hunting and Fishing (Prop. 109) 4. State Trust Lands (Prop. 110) 5. Lieutenant Governor (Prop. 111) 6. Initiative Petitions (Prop. 112) There is one proposed initiative measure amending state statutes: Arizona Medical Marijuana Act (Prop. 203); and two measures changing state statutes referred by the Legislature: The Land Conservation Fund (Prop. 301) and Early Childhood Development and Health Programs (Prop. 302) We'll all see and hear more about these measures in the weeks to come! "This morning around 8:45, in front of 1903 E. Oak St, a guy named "Trigger" shot his gun, a black guy was backing away yelling at him to put the gun down and disappeared heading West. The police arrived quickly. There were at least 15 cop cars, a helicopter, and a swat team. News 12 showed up. They stayed for about 2 hours. Cops apprehended a guy named "Trigger" who was hiding out in someone's apartment on the North side of the road, I think it's 1816 E. Oak St. They handcuffed and took away 12 to 15 men and women, would be my guess. Two women who were obviously drug users drove up and parked in front of my house, asking questions and watching. They knew the names of every person being removed from the apartments. I am clearly not in Kansas anymore." Five signers were captured by the British as traitors, and tortured before they died. Twelve had their homes ransacked and burned. Two lost their sons serving in the Revolutionary Army; another had two sons captured. Nine of the 56 fought and died from wounds or hardships of the Revolutionary War. They signed and they pledged their lives, their fortunes, and their sacred honor. What kind of men were they? Twenty-four were lawyers and jurists. Eleven were merchants, nine were farmers and large plantation owners; men of means, well educated, but they signed the Declaration of Independence knowing full well that the penalty would be death if they were captured. Carter Braxton of Virginia, a wealthy planter and trader, saw his ships swept from the seas by the British Navy. He sold his home and properties to pay his debts, and died in rags. Thomas McKeam was so hounded by the British that he was forced to move his family almost constantly. He served in the Congress without pay, and his family was kept in hiding. His possessions were taken from him, and poverty was his reward. Vandals or soldiers looted the properties of Dillery, Hall, Clymer, Walton, Gwinnett, Heyward, Ruttledge, and Middleton. At the battle of Yorktown , Thomas Nelson, Jr., noted that the British General Cornwallis had taken over the Nelson home for his headquarters. He quietly urged General George Washington to open fire. The home was destroyed, and Nelson died bankrupt. Francis Lewis had his home and properties destroyed. The enemy jailed his wife, and she died within a few months. John Hart was driven from his wife's bedside as she was dying. Their 13 children fled for their lives. His fields and his gristmill were laid to waste. For more than a year he lived in forests and caves, returning home to find his wife dead and his children vanished. So, take a few minutes while enjoying your 4th of July holiday and silently thank these patriots. It's not much to ask for the price they paid.
